I’ve worked for companies where there’s a provision in the relocation package to compensate for the spouse needing to find a job in the new city. I’m kind of surprised that something like that wasn’t included here.

    Why are you surprised? Sometimes, ensuring the spouse also gets a job in the new organization is also part of the deal; it's called a trailing spouse. Also, in some states in the US, a spouse can file for unemployment if they resign from their job to move for their partner's job.
