I am voluntarily leaving my job and have a great deal of rapport and good working relationships with about 15 co-workers (peers). I would like to thank them and let them know how each of them has enriched my work life and experience. How do I do this without a speech of sorts at my going away luncheon? I thought initially a small card for each person with a personal note. I don't want to be overly dramatic/emotional about my departure but it would mean a lot to me to express my gratitude. Any ideas welcome!

I too think a card is great for a personal message of gratitude.

Sure, you could have small greeting cards made for them so that on purpose, the messages to them stay short.

I have always appreciated getting personal notes when someone leaves our team.

I think a card for each person with a personal note is the way to go. Not everyone would be comfortable with a luncheon-speech scenario.
