    If a company is smaller, it may not be well-defined. Or perhaps they haven't had a need for it yet. Maybe they don't yet have an international presence or a new international presence. Likely they don't know what they are doing. Been there, done that. It is definitely going to vary by company and company need. Some have very little opportunity for this that they manage on a case by case basis. Why specific reasons for your questions, that would help for an answer.

    company is international HK in Europe and size is over 3.5K global and only 81 in USA and requires relocation domestic . Looking for help when negotiating job offer when no relocation package is proposed

    If you have an offer from them, then you speak directly with them. If they are not offering a relocation package, then perhaps you should reconsider accepting their offer.

    It depends. I recruited for many firms and they had relo packages. If they don't but you really want the job and are willing to pay for your moving expenses, go for it. Personally, if it were me, I'd ask for a relo package. Or some sort of relo assistance.
