I have never heard of it. Each state has a chapter of the Small Business Administration. The Small Business Development Commission is the agency where I am, and they were beneficial in their guidance in helping me set up my own business. As for health insurance, if you are a solopreneur, you will likely get the best coverage and rates through the healthcare marketplace. If you want to set up a group plan for your employees, the SBA has resources (at least the SBDC did for me). What you are doing carries enough risk. Ensure any advice you get from agencies is thoroughly vetted before investing much money. Good luck with your venture.
