My current role for the past 4 years IT Program Manager . I'm looking to transition back to HR Management of which I have 10 years of experience. I hold a MBA, Lean Six Sigma, Change Management, certified Scrum Master and Advance Meditor.
Respectfully, you need to clean up your post, use full sentences and check for punctuation. Despite all of these qualifications, you’re not showcasing well to a bunch of strangers with this unedited post.

I mean, the title of your post is: Open to new opportunities...and you actually don't specifically ask for any advice in your post. Send a decoder ring next time so people don't have to interpret your cryptic narrative.
Previous IT recruiter here. You will have to integrate your HR experience into the resume, but if you have only been out of HR for 4 years that may be okay. If that's the right timeline from what I'm reading you may be able to get back in. In the last 4 years, were you working in any HR systems or HR projects? That could help ease you back over to that area.
