Responsibilities

Global Payment Compliance builds the regulatory compliance team, systems, and controls that proactively mitigate regulatory risk and enable business growth through robust frameworks and global license acquisition.

We are compliance risk managers, driving an effective, end-to-end framework across markets. We are also partners to the business, working closely with teams to support growth through global licensing coverage, sound regulatory strategy, and sustainable compliance solutions. We navigate complex and evolving regulatory requirements across global markets, bringing those requirements into business decisions early, building scalable frameworks, and securing critical licenses along the way. That work is what earns regulatory trust and makes growth possible in new and existing markets.

You will shape compliance strategy at a global scale, directly influencing how Global Payment enters markets, builds products, and grows sustainably.

We are looking for an experienced and pragmatic risk management leader to serve as Risk Manager for our Mexican entity, currently pursuing authorization as an Institución de Fondos de Pago Electrónico (IFPE) under the Ley para Regular las Instituciones de Tecnología Financiera (LRITF).
In this role, you will act as the primary owner of the IFPE's enterprise risk management framework - covering operational, liquidity, business continuity, and counterparty/settlement risk (distinct from the technology/cyber risk owned by the CISO and the AML/CFT risk owned by the MLRO) - building the risk management policies required as part of the license application business plan, and later operating the ongoing risk governance framework once the IFPE is authorized.

This is a senior risk leadership role requiring strong analytical and regulatory judgment, familiarity with CNBV/Banxico's expectations for risk governance at regulated payments institutions, and the ability to translate risk exposure into clear, actionable reporting for the Board and senior management.

This role will report to the local CEO / Director General of PIPO México, with a dotted/functional line to the Head of Compliance Assurance - Global Payment for global alignment.

Responsibilities:
License Application & Risk Framework Design
- Own the development of the enterprise risk management policies and business continuity plan required as part of the IFPE's business plan for the CNBV/Banxico authorization application (Art. 39 LRITF).
- Design the IFPE's risk appetite framework, risk taxonomy, and initial risk limits across operational, liquidity, and settlement/counterparty risk.
- Partner with Legal, Compliance, and Outside Counsel to ensure risk-related disclosures in the application are complete, consistent, and audit-ready.

Regulatory & Governance Responsibilities
- Serve as the IFPE's point of contact for CNBV and Banxico on enterprise risk management and business continuity matters.
- Facilitate and chair the IFPE's Risk Committee (or equivalent governance body), responsible for reviewing risk exposure, approving risk policies, and endorsing risk reporting to the Board.
- Own the mandatory business continuity plan (plan de continuidad de negocio) and the designation and oversight of contingency-response responsibilities, ensuring readiness for operational disruption events.
- Provide regular and ad-hoc risk reporting to the Board, the Risk Committee, and Senior Management, including escalation of material risk events.

Enterprise Risk Management Framework Implementation
- Develop, implement, and continuously enhance the IFPE's operational risk framework, covering process failures, fraud, third-party/vendor risk, and transaction-processing risk associated with electronic-funds flows.
- Own liquidity risk monitoring and stress-testing appropriate to an e-money issuer, ensuring the IFPE can meet client redemption/withdrawal obligations at all times.
- Maintain the business continuity and disaster recovery framework, including periodic testing, and coordinate with the CISO on technology-related continuity risk and with the MLRO on financial-crime risk overlap.
- Identify, measure, and monitor emerging risks relevant to a payments business (e.g., fraud typologies, third-party/vendor concentration, settlement risk) and drive enhancements to policies, systems, and governance.
- Identify and assess controls and the control environment for the IFPE to derive the entities' residual risks. Evaluate residual risks and ensure that risks above appetite have clear risk decisioning.
- Support MX compliance assurance programs (e.g. New product launch) and perform testing in accordance with the Compliance Assurance methodology.
- Monitor corrective actions for the IFPE and verify that material control weaknesses are remediated effectively.
- Support effective coordination between local management, regional risk functions and group control functions.

Advisory & Stakeholder Engagement
- Work with product, operations, technology, and compliance teams during the launch of new products and services to embed risk considerations from the outset ("Risk by Design").
- Provide authoritative risk management advice to Senior Management on the risk implications of new products, partnerships, and business initiatives.
- Build strong working relationships across the business to promote risk ownership, awareness, and timely issue escalation.
- Maintain a strong understanding of the LRITF and its secondary CNBV/Banxico provisions relevant to risk management, business continuity, and operational resilience, and ensure timely implementation of new requirements.
- Deliver risk management training and promote a strong risk culture throughout the IFPE business.

Qualifications

Minimum Qualification(s)
- Extensive, senior-level experience in enterprise risk management, operational risk, or a related discipline, with strong preference for experience in a regulated payments, e-money/IFPE, or fintech institution.
- Direct experience designing and operating a risk management framework (risk appetite, policies, limits, reporting) within a CNBV-supervised or similarly regulated financial institution.
- Demonstrated experience engaging with CNBV, Banxico, and/or external auditors on risk management and business continuity matters.
- Strong understanding of the electronic payments ecosystem and the operational/liquidity risks specific to an e-money issuer.
- Experience building and testing a business continuity plan (BCP) and contingency-response framework.

Preferred Qualification(s)
- University degree (Bachelor's or equivalent) in Finance, Risk Management, Economics, Engineering, or a related field; Master's preferred.
- Direct experience within an authorized IFPE, bank, or prior experience within a Mexican regulatory authority.
- Familiarity with the Ley Fintech authorization process and CNBV/Banxico's expectations for risk governance at regulated payments institutions.
- Relevant certifications (e.g., FRM, PRM, or equivalent risk management credential).
- Comfortable operating within a matrixed/dual-reporting structure (local governance + global functional alignment).
- Strong leadership, decision-making, and stakeholder-management skills, with the ability to operate independently and exercise sound judgment in a complex, fast-moving environment.
