The ON-X program will modernize NATO's operational network through secure multi-cloud infrastructure, network transformation, cybersecurity, and long-term managed services.

The selected leader will have overall accountability for program execution, financial performance, customer satisfaction, and operational excellence across a complex, multi-year contractual framework.

This role requires more than traditional program management. We are seeking a strategic leader who understands how to successfully execute highly complex contracts, manage an extensive network of delivery partners, navigate evolving customer priorities, and align multinational teams to achieve mission-critical outcomes.

International Expatriate Opportunity. This position will initially be based in the United States with travel to Reston, VA. The successful candidate will support pre-award activities, including travel to Reston, Virginia, and Europe, before transitioning to an international assignment.

Following contract award, the selected candidate is expected to relocate to The Hague, Netherlands, on or around May 2027, where they will lead program execution and engage directly with NATO stakeholders.

Leidos will provide a comprehensive expatriate total compensation package designed to support the successful candidate's international transition and assignment, including

Leidos-funded relocation and applicable expatriate benefits and allowances, subject to company policy and eligibility.

Ideal Candidate

The ideal candidate is a proven program manager who has successfully led enterprise technology programs exceeding $500M and delivered complex, security-sensitive IT transformations involving resilient infrastructure, application migration, and integrated service management. This individual must combine strong technical program leadership with financial accountability, executive customer engagement, and the ability to lead ON-X as a major business enterprise.

Primary Responsibilities

• Program Leadership: Lead all aspects of program execution, including cost, schedule, technical performance, contractual compliance, and successful completion of tasks and deliverables.

• Financial Management: Maintain accountability for program P&L, revenue, profitability, cash flow, EACs, forecasting, and financial risk mitigation.

• Technology Transformation: Oversee enterprise IT modernization, high-resilience data center operations, application migration, systems integration, cybersecurity, and the transition to centralized service management and control.

• Customer Engagement: Serve as the primary interface with the NCIA Work Package Lead and senior NATO stakeholders, managing customer relationships, expectations, and critical program issues.

• Organizational Leadership: Build and lead a multinational program organization, including technical leadership, service delivery, program management, and subcontractor teams.

• Risk Management: Proactively identify and mitigate technical, financial, contractual, security, and operational risks.

• Capture-to-Execution Transition: Support pre-award proposal activities, validate execution plans and financial assumptions, and lead program mobilization following award.

Required Qualifications

• Bachelor's degree in Electronic Engineering, Computer Science, Telecommunications, or a related discipline, preferably at the Master's level, supported by relevant certifications or diplomas.

• Minimum of 10 years of experience managing complex programs in IT, cloud, communications, software development, network, infrastructure, or a related discipline.

• Demonstrated experience leading enterprise technology programs with a total contract value exceeding $500M.

• Successful delivery of at least one similar project involving high-resilience data centers, application migration, capability integration, and testing under a centralized service management and control system in a secure environment.

• Proven accountability for program P&L, financial forecasting, EAC management, profitability, and cash flow.

• Experience managing large-scale firm-fixed-price (FFP) contracts and complex subcontractor relationships.

• Experience leading multidisciplinary teams and managing senior government or defense customer relationships.

• Active SECRET clearance

• Valid project management certification (PMP, PRINCE2 Agile Practitioner, or equivalent) and valid ITIL Foundation certification or higher.

• Willingness and ability to relocate to The Hague, Netherlands, following contract award.

Preferred Qualifications

• Master's degree in Electronic Engineering, Computer Science, Telecommunications, or a related technical discipline.

• Experience supporting NATO, NCIA, or multinational defense organizations.

• Experience supporting major contract captures and transitioning programs from proposal development to execution.
